Who do I report an attorney to that is not doing his job?

Do I report it to the local bar ociation or to a commisoner? A friend of mine hired an attorney to help her with her child visitations for their father because there is some abuse going on and the attorney refuses to return her calls and has not put into evidence any of the proof of the said allegations but yet he still wants more money for nothing. Help!!
