Does John Kerry put Americans on his intelligence level? Changing the name of cap and trade doesn't fool us?

Lawyers often say they don't know the definition of a word or a term. That is because so many things in the law (and in politics), depend on the exact precise meaning of a term. What he is saying here is that "cap and trade" is not a good descriptive term for what the bill is or what it does.
