Semi-Formal Banquet? Help!?

On Saturday I have my provincial Cheerleading Banquet, it's semi-formal. I have absoulotly no idea what to wear! Also too I have no ideas for hair and make up! I'm 5'1, pale skinned, light brown hair, very slim. By the way pics or very detailed description are much appreciated! Thanks!
