I have a 7 month old Chi - Toy Fox Terrier Cross and he naps 2-3 hours 4 to 5 times a day. Is that normal?

unless he is having other symptoms (not eating, not pooping, being lethargic when he's awake, etc) and this isn't a sudden behavior change, then this is probably normal behavior.
