Is there an organization that I can file a complaint for flying a desecrated POW flag as a form of harment?

Our neighbor has been flying a faded, ripped & frayed POW/MIA flag tied to a metal rod & put it up next to our backyard fence on MEMORIAL DAY. It still isn't taken down.In his front yard he is flying a perfectly good US flag & a brand new POW flag. (this is what the rest of the world sees. His tattered ripped flag is stuck where only we can see it). He has even DUCT TAPED an old ragged American flag to a NO TRESPING sign & also put that along our fence for only us to see. My husband has been called a "****" as well. Can we do anything about the flags, or is it "freedom of speech?"
